WinRAR hands down. Not only can you split it, it's one of the best encrypting archivers out there. It can split your file into 100MB pieces, or any size really. You'll have a [main].rar file, then corresponding part01.rar part02.rar files, all the person that downloads it needs is WinRAR and to open any of the files and they can grab it (so long as they have ALL the parts downloaded).
