How can I split an image into tiles?

I need a good freeware image processing software that can split full resolution images into smaller tiles or segments.Can anyone tell me where I can download such a software.How can I split an image into tiles?

..How can I split an image into tiles?
When I tried it, I used Brass Brazing rod from the local wielding shop. Just lay then on top of my photo paper and enlarge the photo on top. You end up with white lines.
